Phase Camera 1: Calibration of the Ring WI Shif 16 Jan 09
The goal of this shift was to center the ring on the west input mirrors
and check the negative lens effect in the mirror with the phase camera.

external diameter of the ring =22cm
Power (calibration wave plate)
2.7 degrees 150mW on central spot and 1.8W on ring
22.7 degrees 12W on ring
